QuadGuide is a €25 Blender add-on that remeshes a model either automatically or along edge loops you draw yourself.
Auto mode: Pick a preset for characters, CAD or 3D scans, set roughly how many quads you want, and press Remesh. An expert mode lets you experiment more.
Guided mode: Draw lines and loops on the surface, such as around the eyes or along the jaw. You can see every patch and its rows while drawing, set the edge count along each line, and paint density where you want smaller or larger quads.
Edit mode: Remesh just a selection, fill a hole, bridge two loops, or fill the rest of a partial retopo you've already started.
